The Board of the Council is made up of nineteen members, appointed by the Federal Government, on the recommendations of the Federal Ministry of Health. The Board formulates policies' that brings improvement to Nursing education and Nursing practice in Nigeria . The Secretary General/Registrar, who is the Chief Executive of the Council, gives effect to the policy decisions of the Council.
In the year 2001, the Council, after critical review of its activities by a team of Management experts from the Presidency, was upgraded from category 'C' to category 'B' Federal Health Parastatal. The new status of the Council has given rise to the creation of five major departments, namely, Education, Accreditation, Planning, Research and Statistics, Accounts and Administration. |

Education Department |
|
| |
This department is headed by a Deputy Registrar who: |

Co-ordinates all educational and related activities of the Council which include indexing, development and review of various Nurse curricula and the continuing education for all categories of Nurses in the Federation. |

Provides information to Council on all matters related to basic and post basic Nursing Programmes in Nigeria . |
 |
Monitors and evaluates, periodically, the existing educational requirements set by the Council for fresh Candidates for various Nursing Educational Programmes and ensures that these requirements are in conformity with the prevailing technological advancement and societal needs. |
 |
Monitors the standard of Nursing education and practice in the Country and ensures that such standards compare favourably with what obtains internationally. |

Liaises with State Directors of Nursing Services and other heads of Nursing Institutions with the aim to design and execute programmes in continuing education In line with the standards set by the Council. |

Gives effect to Council's decisions about Nursing education, in line with the laws establishing the Council. |
 |
Evaluates experimental or pilot schemes designed for the education of Nurses. |
 |
Evaluates the students' knowledge in theoretical and practical exposure in relation to the Council's approved curricula for Nursing and Midwifery education. |

Liaises with various agencies and institutions for exchange of ideas and knowledge and participates in multi-sectoral projects geared towards upliftment of the standard of Nursing education. |

Identifies relevant areas for research in Nursing and liaises with the Planning, Research and Statistics Department on issues for research work. |
 |
Provides guidelines on Council's policies in relation to evaluation of educational programmes, assessment of examinations and the teaching process. |

Accreditation Department |

Co-ordinates accreditation visits to proposed basic and post basic Nursing institutions with a view to assessing and determining facilities available for the training of Nurses and Midwives. |

Co-ordinates routine visits to existing Schools of Nursing and Midwifery to assess and determine available educational facilities for the training of various categories of Nurses and Midwives, and ensures that such facilities conform with the standards set by the Council. |

Designs and reviews, from time to time, the standard of Nursing education and Nursing practice in Nigeria and ensures that the standards conform with what obtains in other Countries of the world. |
 |
Liaises with the State Nursing and Midwifery Committees to ensure that Council's decisions on educational matters are complied with. |
 |
Organises workshops and meetings for the maintenance and sustenance of Nursing standards in Nigeria. |
 |
Evolves control measures to check the infiltration of quacks into the Nursing profession. |
 |
Liaises with the State Ministries of Health and State Commissioners of Police for the prosecution of identified quacks. |
 |
Co-ordinates the activities of the Zonal Offices. |
 |
Examines the registration and licensing particulars of all categories of Nurses, to ensure that such Nurses are duly registered and licensed with Council. |

Examination Department |

This department is headed, by a Deputy Registrar who co-ordinates all activities relating to the conduct of the Final Qualifying Examinations of the Council, and also: |

Liaises with Education Department to ensure that only qualified candidates are presented for any of the Council's Examinations. |
 |
Recommends suitable Council Examiners to the Secretary General/Registrar.

 |
Ensures that there is adequate supply of questions in the Council's question bank for all examinations and other related documents. |
 |
Monitors all activities related to the preparation and distribution of examination materials to all examination centres.

 |
Co-ordinates the central marking of examination answer sheets. |
 |
Liaises with all heads of Schools for, the maintenance and compilation of the continuous assessment records of all Candidates for the examination. |
 |
Identifies, through examination reports and scores, areas suggestive of falling standard of education and makes such reports available to the Education Department for further action. |
 |
Monitors new trends in tests and measurements and makes recommendation for the adoption of such measures as tools for assessment of Candidates. |

Planning, Research And Statistics Department |

Advises Council on matters related to Management information system which includes registration, certification and licensure of all categories of Nurses. |

Assists in developing short and long-term development plans for the Council. |
 |
Co-ordinates all activities involving continuous generation of information that is related to Nursing both within and outside the Council and ensures that data thus generated are processed, stored and made available when required. |
 |
Ensures that the various equipment for collecting, collating, processing and storage of data are functioning optimally and in good working condition. |
 |
Ensures the adequacy of stock of materials for registration, licensure and certification of Nurses as well as those required for the storage of various information and data. |
 |
Evolves control measures for ensuring security of Council's Registers, Certificates, Licences, etc. |
 |
Monitors the licensure of various cadre of Nurses and makes recommendation for modification of the licensing system where necessary. |
 |
Ensures that names of certificated Nurses are gazetted. |
 |
Identifies areas for research, carries out research studies of such identified areas / topics. |
 |
Liaises with State Directors of Nursing Services, Heads of educational institutions and all departments of the Council in all matters related to Nursing and Midwifery research. |

Develops proposals for research work and maintains a functional library. |
 |
Maintains links with various research and other related institutions for exchange of information and pursuance of research work. |
 |
Co-ordinates research findings and reports from various departments including the annual report and any other publication as may be required by the Council. |
 |
Maintains links with international agencies to ensure that current journals, magazines, reports and relevant information are obtained for use in the Council. |

Finance Department |

This department is supervised by an Assistant Director who: |

Advises the Secretary General on all matters relating to the finances of the Council. |

Advises the Secretary General on all matters relating to human and material resources of the Council. |

Prepares annual budget in accordance with prescribed formats, and participates in budget defence. |

Administrative Department |

This department is supervised by an Assistant Director who: |

Procures office equipment and other consumable items. |
 |
Determines personnel needs of various department and develops strategies for recruitment and placement of required manpower. |

Develops effective induction programmes for newly recruited staff. |
 |
Presents for consideration, eligible staff for confirmation of appointments, upgrading, conversion, promotions, deployment or transfer. |
 |
Interprets and communicates Federal Government as well as Management policy directives to employees of the Council. |
 |
Evolves an effective control system in the Management of saleable and non-saleable stock for ease of accountability. |

In order to assist the Federal Government in achieving its Health-Care Reform Agenda, the Council has close working relationship with other sister organizations under the Federal Ministry of Health. These include the Medical and Dental Council of Nigeria, Pharmacist Council of Nigeria and other health parastatals. The aim of creating this rapport is to work as a team in assisting the Government in actualizing its objectives in the health-care sector. |

The Council also maintains close relationship with NBTE, NUC, Federal and State Universities , Polytechnics, Administrative Staff College of Nigeria, Centre for Management Development, Federal Training Centres (for academic and professional training programme for staff). Council is also in constant liaison with international health agencies and nongovernmental organizations such as the World Health Organization, UNICEF, The British Council, International Council of Nurses, International Council for Midwives and IPAS International for collaboration in areas of training of Nurses and Midwives in Nigeria . |
